City Hall – Council Chambers on February 24, 2014, 7:30 PM

 

ROLL CALL – 8 members answered – Mr. Ratliff, Mr. Thomas, Mrs. Blevins, Mr. Smith, Mr. Osborn, Mrs. Gustin, Mr. Crider, Mr. Edwards. Mr. Ratliff moved to excuse Mr. Cumston and Mr. Daniels; Mr. Thomas 2nd.  By a voice vote, all members voted to approve Mr. Cumston and Mr. Daniels’ absence.

Summary of Proceedings for February 10, 2014, Mr. Thomas moved, Mrs. Blevins 2nd. Clerk made 2 corrections from Mr. Crider. Roll call: Ayes all, motion carried. Summary is approved.

 

 

 

Mr. Dan Sheridan from the Marion County Park District spoke on the small levy that will be on this year’s ballot concerning the welfare of Marion County Parks, including City parks as well. It will generate 25% of the money for operating expenses; 50% will go to capital improvements; and at least 25% will be awarded to Marion City for park improvements. It would cost $1.00 per month for a house of 85,000.00.

ORDINANCE 2014-05:

 

ORDINANCE AMENDING ORDINANCE 1969-29, COMMONLY KNOWN AS THE YARGER REPORT BY CREATING A POSITION WITHIN THE WATER POLLUTION CONTROL DIVISION, SPECIFICALLY A BACTERIOLOGIST CHEMIST II POSITION, ESTABLISHING SALARY AND BENEFITS FOR SAID POSITION, AS AMENDED

 

            Mr. Smith noted that this came out of Committee with a 3-0 recommendation; I move to adopt, Mrs. Blevins 2nd. Roll Call: Ayes all, motion carried.  ORDINANCE 2014-05 IS ADOPTED

 

 

 

ORDINANCE 2014-06

 

ORDINANCE TO AMEND ORDINANCE NO. 1969-29 (KNOWN AS THE YARGER REPORT) AS AMENDED, BY REDEFINING THE DUTIES AND UPDATING THE JOB DESCRIPTION OF THE CLERK SECRETARY IN THE WATER POLLUTION CONTROL DIVISION FOR THE CITY OF MARION, OHIO

 

            Mr. Smith noted that this came out of Committee with a 3-0; I move to adopt, Mr. Thomas 2nd. Roll Call: Ayes all, motion carried.  ORDINANCE 2014-06 IS ADOPTED

 

 

 

NEW BUSINESS:

 

ORDINANCE 2014-07:

 

ORDINANCE ADOPTING CERTAIN WRITTEN POST-ISSUANCE COMPLIANCE PROCEDURES RELATING TO THE CITY’S OUTSTANDING AND FUTURE TAX-EXEMPT OBLIGATIONS

 

            Mr. Osborn noted that this came out of Finance with a 2-0 recommendation, Auditor Carr is here tonight for any questions, I’ll make a motion to suspend, Mr. Smith 2nd. Roll call: Ayes all, motion carried.

 

            Mr. Osborn moved to adopt, Mr. Smith 2nd. Roll Call: Ayes all, motion carried. ORDINANCE 2014-07 IS ADOPTED

 

 

 

ORDINANCE 2014-08:

 

ORDINANCE AUTHORIZING THE SAFETY DIRECTOR TO PREPARE SPECIFICATIONS AND ADVERTISE FOR BIDS FOR THE PURCHASE OF THREE (3)  MARKED POLICE VEHICLES AND ONE (1) UNMARKED VEHICLE FOR THE POLICE DEPARTMENT AND DECLARING AN EMERGENCY

 

            Mr. Osborn stated that this came out of Committee with a 3-0 recommendation; I move to suspend, Mr. Smith 2nd.

 

            Mr. Ratliff asked if this is what we are replacing, or are they for the new hires. Chief Collins said this is going to replace. We have several down at the garage. March 14 is the last day we can get them in to get the 2014 models. It would cost us more money for the 2015 models. We haven’t replaced any new ones since 2010. Mr. Ratliff said he figured so. You can’t not buy forever.

 

            Mrs. Gustin asked what kind of cars will they be. Chief Collins said it would be a Dodge Charger or a Ford interceptor.

ORDINANCE 2014-09:          

 

ORDINANCE MAKING ADDITIONAL APPROPRIATIONS IN SCMR FUND FOR THE YEAR ENDING DECEMBER 31, 2014

 

            Mr. Osborn stated that this came out of Committee with a 3-0 recommendation; I move to suspend, Mr. Smith 2nd.

 

Mr. Osborn moved to adopt, Mr. Smith 2nd.

 

Mr. Ratliff asked about the dental insurance, was it not budgeted for. Auditor Carr said it was overlooked.

Matters not on the agenda:

 

            Mr. Thomas mentioned that he would like to appoint Mr. Scott Crider to be on the Board of Parks and Advisory Council. Mr. Cumston recommended Scott Crider for that committee. Scott has accepted that position.

 

            Mayor Schertzer said we sworn in a new Chief of Police this morning, Chief Bill Collins. (Applaud) Plus we swore in to new majors as well. Majors Jeff Clewell and Jon Shaffer.

 

            Marion Fire Department received a Safer Grant of 1,700,000 to hire firefighters.

 

            We had a major drug bust last week, we partnered with Federal Law, ATF, US Attorney, FBI, County Sheriff. These will be all federal charges. We have in custody all 19. Thank you to everyone.

 

            Mr. Ratliff asked about a baseball update. Mayor Schertzer said there was a meeting last Thursday. The RFP was passed out to anybody who was interested. March the 7th, the RFP’s are due back. Mike will go over them, then the March 11, the Park Commission will choose a successor for Baseball for Youth.

 

            Mrs. Gustin asked Mr. Dan Deville from First Energy how our grid is holding up. Mr. Deville said it continues to stay strong.

            Mayor Schertzer said that Mike Cheney will be call each of you to go over those pool positions. He wants to amend some of those positions. The ER clause, because he needs to interview them right away.
