ROLL CALL - 10 members answered – Mr. Cumston, Mr. Ratliff, Mr. Thomas, Ms. Blevins, Ms. Cunningham, Mr. Huddle, Mr. Norris, Mr. Daniels, Ms. Gustin; Dr. Gray.

Summary of Proceedings from December 27, 2016 – Mr. Cumston moved to approve, Mr. Thomas 2nd. Roll call: Ayes all, motion carried. Summary is approved.

OLD BUSINESS:

ORDINANCE 2016-48:

ORDINANCE AMENDING MARION CITY CODE SECTION 941.16 DIRECTOR OF AVIATION IN ORDER TO BRING SAME MORE UP TO DATE, as amended

Mr. Ratliff said this came out of Committee with a 2-0 approval, I’ll ask for a 2nd reading tonight. ORDINANCE 2016-48 HAS HAD ITS 2ND READING.

ORDINANCE 2016-83:

ORDINANCE AUTHORIZING AND DIRECTING THE DIRECTOR OF PUBLIC SAFETY TO ENTER INTO CONTRACT WITH OURS EXCAVATING FOR THE 2015 FY CDBG 219-221 BLAINE AVE. DEMOLITION PROJECT AND DECLARING AN EMERGENCY

            Mr. Ratliff said this came out of Committee with a 2-0 to pass onto council. We wanted to get this done rather quickly, however we didn’t act on the last meeting, had to look into the contractor and vetting issues. I did get an email from Evelyn stating that she feels that’s it’s good to award the contract. Ms. Blevins 2nd. Roll call: Ayes all, motion carried.

            Mr. Huddle asked about the 2nd bid? Evelyn said around 7,000 difference. Mr. Huddle asked what satisfied the time frame and liability. Mr. Ratliff said there were issues with other contracts. After the investigation, nothing seemed that bad. Evelyn said she contacted the surrounding counties, the type of work is not the same with what he is dealing with. Timing issues were also an issue for him with others. We have worked with him in the past, and he has been good. Mr. Ratliff said there is no questions about the work, Evelyn said no.

            Mr. Ratliff moved to adopt, Ms. Blevins 2nd. Roll Call: Ayes all, motion carried. ORDINANCE 2016-83 IS ADOPTED.

Matters not on the Agenda:

Mr. Cumston said he liked how that was all handled, it was a class job. Also the presentations from DT and CanDo were excellent. I thought it was a nice presentation. Mr. Thomas said I agree. Thank you Evelyn with your efforts on this. This might be time for us to look at responsible contractor language.
