City Hall – Council Chambers on March 13, 2017, 7:30 PM

ROLL CALL - 8 members answered – Mr. Cumston, Mr. Ratliff, Mr. Thomas, Ms. Blevins, Ms. Cunningham, Mr. Huddle, Mr. Daniels, Ms. Gustin; Mr. Norris and Dr. Gray are absent.

Summary of Proceedings from February 27, 2017 – Mr. Cumston moved to approve, Ms. Cunningham 2nd. Roll call: Ayes all, motion carried. Summary is approved.

Ms. Leah Filliater of Benjamin Harrison Elementary School along with some children presented “The Leader in Me”.  Adam Scowden and Gabby Neault showed City Council the PowerPoint presentation depicting the 7 Habits of Happy Kids.

Mr. Cumston moved to add Ordinance 2017-17, Mr. Ratliff 2nd, Ms. Blevins 3rd. 2017-17 is added to tonight’s agenda.

NEW BUSINESS:

RESOLUTION 2017-05:

FINAL RESOLUTION ENACTED BY THE CITY OF MARION, OHIO, HEREINAFTER REFERRED TO AS THE LEGISLATIVE AUTHORITY/LOCAL PUBLIC AGENCY OR “LPA”, IN THE MATTER OF THE STATED DESCRIBED PROJECT AND DECLARING AN EMERGENCY

          Ms. Blevins noted that this came out of Streets & Sewers with a 3-0 recommendation for approval, I’ll move to suspend, Ms. Cunningham 2nd. Roll call: Ayes all, motion carried.

          Mrs. Blevins moved to adopt, Ms. Cunningham 2nd. Roll call: ayes all, motion carried. RESOLUTION 2017-05 IS ADOPTED.

ORDINANCE 2017-13:

ORDINANCE AUTHORIZING THE AUDITOR TO SET UP A NEW FUND FOR THE TRACKING OF REVENUES AND EXPENDITURES ASSOCIATED WITH THE COLLECTION OF THE MUNICIPAL MOTOR VEHICLE LICENSE TAX

          Mr. Cumston said this came out of Finance with a 2-0 recommendation for approval, this establishes the fund 218; I’ll move to suspend, Mr. Huddle 2nd. Roll call: Ayes all, motion carried.

          Mr. Cumston moved to adopt, Mr. Huddle 2nd. Roll call: Ayes all, motion carried. ORDINANCE 2017-13 IS ADOPTED.

ORDINANCE 2017-14:

ORDINANCE AUTHORIZING THE APPROPRIATION OF INSURANCE MONEY INTO THE SUPPLIES AND MATERIALS AND QUARTERMASTER LINE ITEMS TO PURCHASE ITEMS FOR USE AT THE MARION FIRE DEPARTMENT AND DECLARING AN EMERGENCY

          Mr. Cumston said this came out of Finance with a 2-0 recommendation for approval; I’ll move to suspend, Ms. Cunningham 2nd. Roll call: Ayes all, motion carried.

ORDINANCE 2017-15:

ORDINANCE AMENDING ORDINANCE 2016-17 WHICH CHANGED SALARIES FOR AQUATICS CENTER, AND TO INCLUDE A NEW POSITION OF A LIFEGUARD WITH WATER SAFETY INSTRUCTOR CERTIFICATION, AND DECLARING AN EMERGENCY

          Mr. Cumston said this came out of Finance with a 2-0 recommendation for approval; I’ll move to suspend, Ms. Blevins 2nd. Roll call: Ayes all, motion carried.

          Mrs. Gustin asked Mr. Cheney about the applications, if they are available. Mr. Cheney said they are on the website now for the lifeguard positions. Seasonal pool monitor is opened now. In the next 2 weeks, will be the support staff. You can also pick up an application on the 3rd floor of City Hall. Mr. Huddle asked about the lifeguards now – can they be sent to get that certification. Mr. Cheney WSI are hard to find right now. Usually you’d send them to Columbus for several days for instruction. Mr. Huddle asked how many lifeguards do you have out there? Mr. Cheney said it takes about 30 lifeguards for the season.

ORDINANCE 2017-16:

ORDINANCE AUTHORIZING AND DIRECTING THE SERVICE DIRECTOR TO ENTER INTO CONTRACT WITH JONES & HENRY ENGINEERS, LTD.  FOR THE ENGINEERING AND DESIGN OF THE HANE AVENUE SEWER IMPROVEMENTS PROJECT 17-1S FOR THE CITY OF MARION, OHIO, APPROPRIATING NECESSARY FUNDS, AND DECLARING AN EMERGENCY

          Ms. Blevins noted that this came out of Streets & Sewers with a 3-0 recommendation for approval, I’ll move to suspend, Ms. Cunningham 2nd. Roll call: Ayes all, motion carried.

          Mr. Huddle asked whether or not if this includes Lark Ave also? Mr. Bischoff said this section of Hane Ave. is from Indiana to Church. This is just a sewer replacement on Hane.

          Mrs. Blevins moved to adopt, Ms. Cunningham 2nd. Roll call: ayes all, motion carried. RESOLUTION 2017-16 IS ADOPTED.

ORDINANCE 2017-17:

ORDINANCE AUTHORIZING AND DIRECTING THE DIRECTOR OF PUBLIC SERVICE TO ENTER INTO CONTRACT WITH MARTIN PAINTING & COATING CO. FOR THE FY 2016 CDBG LINCOLN PARK POOL AND DECLARING AN EMERGENCY

          Mr. Ratliff said this came out of committee with a 3-0 approval to pass onto Council. We picked this project for the CDBG grant. The bids were opened last week on Wednesday. We had one bidder. With the weather and getting everything done before the opening of the Aquatic Center, I’ll make the motion to suspend, Mr. Cumston 2nd.  Roll call: Yeas: Mr. Cumston, Mr. Ratliff, Ms. Blevins, Ms. Cunningham, Mr. Huddle, Ms. Gustin; NAYS: Mr. Daniels.

          Mr. Ratliff moved to adopt, Mrs. Blevins 2nd.

          Mrs. Gustin said if there are extra monies, the baby pool will be done. Evie said yes. Mr. Daniels said this eliminates any public input, that is why I said nay for suspension. Having committee meetings right before Council meetings needs to stop.

          Mrs. Cummings said I was the cause of that, I put them in that position. I’d like to have the contractor proper time for painting and curing of the caulking. Mr. Randy Caryer opened the bids on the 7th, we discussed it then. An email went out to Mr. Ratliff also. Due to the time limits of the weather, we felt to move it ASAP. Mr. Daniels said it’s common practice – its whatever comes out of Airports, Economic & jobs development. A committee is scheduled right before Council. Then it gets voted on at the Council. It’s all of them on those 2 and 3 committees.

Matters not on the Agenda:

Mayor spoke: Tomorrow the Polish Counsel General will be coming to tour Marion. July or August there will be a larger group coming. Interested in touring Whirlpool and the Intermodal.
