The City of Marion is reminding residents that the last week for its 2019 curbside yard waste collection will take place during the week of December 2-6, 2019.   The week of December 2-6 will also be the last scheduled week for leaf pick-up, as well.

Yard waste collection service is curtailed during the winter months to allow employees to fulfill other duties during these months.  Residents may continue to take yard waste materials, free of charge, to Outdoor Resource Supply (formerly Park Enterprise), located at 560 Barks Rd. W.  Requirements for yard waste drop off are:

1. Must stop at office or other designated location (verification of City residency may be required - i.e. license, utility bill, etc.)
2. Items being dropped off must be weighed by Park Enterprise employee before materials are discarded.
3. Residents using plastic bags are required to remove waste from bags and then discard of plastic bags properly.  Biodegradable paper bags are available at most local retail stores.

In observance of the Veterans Day holiday, departments in City Hall will be closed on Monday, November 11, 2019; however, some City departments will operate on a regular or modified schedule for the day.  The following departments will operate as listed below:

• Sanitation crews will collect garbage, recycling and yard waste on November 11.  It is requested that customers with Monday sanitation service have their collections at curbside by 7:00 am
   
• The Marion Senior Center will be open normal operating hours on November 11.  The Senior Center will honor and provide a complimentary lunch for all local Veterans on Monday, November 11.  The luncheon will be hosted at the Marion Senior Center (2375 Harding Highway E.) and is scheduled to begin at 11:30 am.  In addition to the complimentary lunch, a pinning ceremony and musical tribute to the military will be held.  The public is welcome, with non-veterans being able to purchase lunch tickets for $3 at the door.  Contact the Center at (740) 387-6100 for more information or to RSVP.
   
• Marion Area Transit will observe normal hours of operation on November 11.

Essential services including fire, police, and airport will operate as usual. 

City residents are also reminded that yard waste and fall leaf pick-up will continue through Friday, December 6, 2019.  The options available for disposal of leaves are as follows:

1)  Leaves may be raked to the tree lawn area to be vacuumed (Residents are reminded to not rake leaves into the street or parking lane);

2)  Leaves may be placed in biodegradable paper bags (limit 3 per week) for City sanitation workers to pick up; or

3)  Leaves may be taken to the free drop off location at 560 Barks Rd. W. in biodegradable paper-bags.  Proof of City residency may be required.

Trick-or-Treat in the City of Marion will be held from 5:30 pm to 7:30 pm on Thursday, October 31.

In 1999, Marion City Council passed legislation which set "Trick-or-Treat" night within the City of Marion for October 31 of each year between the hours of 5:30 pm and 7:30 pm, unless October 31 falls on a Sunday.  If October 31 falls on a Sunday, "Trick-or-Treat" night will be observed on the preceding Saturday.  As a result of the passage of this Ordinance, the date for Trick-or-Treat cannot be moved unless legislation is presented before full City Council.
 

Mayor Scott Schertzer is announcing that leaf collection for city residents will begin on Monday, October 21 and continue through Friday, December 6, 2019.  The three options for disposal of leaves by city residents are:

1. Place leaves in the tree lawn area to be vacuumed.

   A vacuum-type collector will collect leaves raked to the tree lawn area, with each street having leaves collected during the leaf pick-up season.

   NOTE:  Residents should NOT rake leaves into the city streets and parking lanes, so water can drain properly into the city’s storm sewer system and therefore, not cause blockage for catch basins and drains.

    

2. Place leaves in biodegradable paper bags for City pick up, which will follow yard waste pick-up limits of 3 bags per week.

   Residents wishing to bag leaves may do so by placing them in clearly marked biodegradable paper bags sold at local retail stores.  The filled bags should be placed at curbside for pick-up.  The City will continue to follow its yard waste limits of collecting 3 bags and 3 bundles per residence each week.

    

3. ​Take biodegradable paper bagged leaves to 560 Barks Rd. W.​

   Outdoor Resource Supply (formerly Park Enterprise), located at 560 Barks Rd. W., is the location of the City’s free drop off site.  This location will be open to city residents free of charge.  Residents may call 740-223-7275 to obtain hours of operation for Outdoor Resource Supply.  Proof of city residency may be required.  PLEASE NOTE:  If non-biodegradable bags are used for collection, leaves must be emptied during drop-off.

A Medication Disposal Day has been scheduled for Saturday,October 26, 2019 from 10:00 am - 2:00 pm at the OhioHealth Marion Medical Campus, located at 1050 Delaware Ave. - Blue Entrance.  On this day, staff members from various local agencies offer a safe, legal and environmentally friendly way to dispose of expired medication, unused medication, prescription medication, over-the-counter medication, pills, liquids, and syringes. Residents are reminded to not throw medications away or flush them down the toilet and to allow these local agencies to dispose of your unneeded medications in a proper method.

Mayor Scott Schertzer is announcing that the Marion City Fire Department has received notification of approval of its application for a SAFER grant through the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA). 

Funds received through this newly approved grant will allow for the hiring of up to six (6) additional firefighters for the department.   It is expected that the hiring process for these individuals will begin in late 2019 or early 2020.

On behalf of the City of Marion and County of Marion, the Marion City/County Regional Planning Commission requests qualification statements from qualified professional engineering-architectural-design and construction-inspection consulting firms to preform necessary functions for their Community Development Block Grant (CDBG), ODOT, FEMA and similar State or Federal funding programs.  In addition, more specifically:

1. The City of Marion is requesting professional qualifications from design, architectural and engineering firms related to CDBG projects.  The City often has projects involving 100+ year old private commercial, residential mixed use, and public buildings.  Design Professional will need to have familiarity and expertise dealing with the Ohio Department of Commerce, Division of Industrial Compliance and Marion Public Health Department for plumbing codes.    
2. On behalf of the City of Marion or Marion County Villages, assistance in downtown planning ( downtown development plan, market study/analysis, design review), the preparation of CDBG competitive applications for Downtown Revitalization, Neighborhood Revitalization, Critical Infrastructure, Target of Opportunity, Economic Development, Housing Rehabilitation, or other similar programs, administration if funded, and related Public Works, ODOT, or other funding opportunities.  This could include, as required, architectural and engineering work required for infrastructure or design improvements as well as building and project inspection services.
3. In conjunction with the proposal for section #2, above, or as a separate stand-alone qualification/ proposal statement; program design, application, administration, implementation, residential property rehabilitation specs and inspection, and asbestos and lead-based paint risk assessments and clearances for a City of Marion, County of Marion, or combined Community Housing Improvement Program (CHIP) and Fair housing Program Implementation

Qualifications and Proposals may be submitted for # 1, 2, or 3 above, or more than one area and retained for use by Marion City and Marion County with the intent of using for FY 2018, 2019, FY 2020, or FY 2021 funding, but may also be used for other specialized projects such as property demolition or flood proofing.

All proposals must be responsive to the Scope of Work section of this RFP and must meet the content of the RFQ/RFP criteria. The City of Marion is announcing that detours in the downtown Marion area will get underway at 6:00 pm on Tuesday, September 3 to accommodate activities for the upcoming Marion Popcorn Festival, being held September 5-7.  Downtown streets will remain closed until the festival’s conclusion at midnight on Saturday and will remain closed into the early hours of Sunday morning for festival clean-up.  Detours will occur for the followings streets:

• Center St. between State St. and Campbell St.
• Church St. between Main St. and Prospect St.
• Main St. between Huber St. and Church St.
• Prospect St. between George St. and Church St.
• Oak St. between Huber St. and Center St.

In preparation for and during the Popcorn Parade, the closure of several area streets will begin at approximately 5:00 pm on Thursday, September 5.

• East Center St. between Merchant St. and State St. will close at approximately 5:00 pm.
• Forest Lawn Blvd. from Center St. to Mt. Vernon Ave. will close at 5:00 pm.

The following streets will be closed in the area of East Center St.:

• Chicago Ave. (closed between E. Center St. and Wilson Ave.)
• Johnson St. (closed between E. Center St. and Wilson Ave.)
• Boone Ave. (closed between E. Center St. and Wilson Ave.)
• Pennsylvania Ave. (closed between E. Center St. and E. Church St.)
• Kenmore Ave. (closed between E. Center St. and E. Church St.)

The following streets will be closed until the conclusion of the parade:

• S. State St. between Center St. and Columbia St.
• S. Vine St.  between Center St. and Church St./Mt. Vernon Ave.
• E. Church St. between State St. and Vine St.
• S. High St. between Center St. and Church St.

Due to the various street closures taking place in preparation for the Popcorn Festival Parade on Thursday, September 5, Marion Area Transit will be making final pick-ups at 2:00 pm, with final drop offs scheduled for 2:30 pm.  Normal operating hours will resume on Friday, September 6.
